He also co-founded Healthy Kids Healthy Future, which secured health, dental and vision coverage for over 65,000 children in the Sacramento region.&nbsp;In partnership with the Sacramento City Unified School District, he worked with school nurses and teachers to get children with special needs help so they can learn in school.Dr. Pan led a local coalition to establish Federally Qualified Health Centers in Sacramento and established a pediatric clinic in Oak Park as one of the first sites. But as the Great Recession hit, the prospect of significant budget cuts loomed over the programs he built with the community.He knew he had to do something to protect Sacramento communities.&nbsp;<h2>Winning Tough Fights</h2><h4>Dr. Pan doesn’t back down from the fights worth winning.</h4>Against the tremendous odds of unseating an entrenched political operative with a million-dollar campaign, Dr. Pan organized a coalition of the community members, small businesses, unions, and health professionals to win election to the State Assembly in 2010. As a legislator, Dr. Pan worked to build confidence in California at a time when critics called the state “ungovernable” by stabilizing the budget and building reserves that staved off further budget cuts that threatened the health and safety of Sacramento families.One of his first actions in the Legislature was to keep the City of Sacramento’s fire stations open after the city’s budget deficit threatened to shutter several public safety services. Dr. Pan worked with firefighters and then Vice Mayor Ashby to secure $90 million in new federal funds for emergency responders, including $2 million for Sacramento neighborhoods.

Our Campaign’s Top Issues

A vibrant city means our residents need to feel secure in their place here – with a place to live, food on the table, and a good job.There is so much talk about new programs and new housing sites, and yet we also hear of sites ready to go that aren’t moving for various reasons. This is unacceptable.By improving permitting processes, we can ensure the city is efficient and effect at following through with the sites that will provide necessary services to our unhoused community members.But it is not just on the city. The city and the county need to work together on shared services to support the unhoused population. The recent collaboration with the health plans in the county to use the opportunity for state dollars is an example of public-private partnerships we need to support.

Addressing the Homelessness Crisis

A city can’t be healthy without a strong economy. My plans for economic growth are founded on building the economy to strengthen the community in every corner of our city. Sacramento is missing too many opportunities to grow its economy because of the dysfunction that's caused when the City Council sends mixed or unrealistic messages.It's vital to the health of our communities that we ensure earning opportunities for working families in every neighborhood. We should be doing everything we can to create good jobs with quality benefits and pathways to middle-class careers. The people of Sacramento are the greatest assets that the city has. We need to promote the opportunities that are going to help individual prosper, along with our economy on a larger scale. I have the experience to ensure our economy thrives. Previously, I partnered with the mayor and vice mayor to bring forward a plan that allowed us to keep the Kings in Sacramento.I also helped my community of Natomas by working to bring in a fortune 500 company to build their new west headquarters in Sacramento.As mayor, I want to make an impact on whether a business chooses to come or even stay in the city. By using my own voice to work with partners and create the right environment.

I want Sacramento to be a city that people want to live, work, and play in. We want to foster an environment where our children can achieve their dreams, and where they want grow and build roots to raise a family of their own.I believe in the people of Sacramento and want to help them create the neighborhoods and communities that they are confident in and take pride in.We want to help community members, not hinder them. It is important that we support our community members and encourage them to play an active role in finding quality solutions to each neighborhoods unique concerns.We also need to restore confidence in our city through straightforward and clear direction on public safety policies and initiatives.Our city needs greater focus on accountability, oversight, and getting things working - and less on announcements of new programs that go unfulfilled. And we need to follow up on our responsibility to provide the services and public safety that families expect from their city government.Sacramento has an incredibly low ratio of officers to citizens due to high vacancy rates that are not being addressed. I am committed to working with the City Manager and Chief of Police to find solutions that ensure law enforcement feels supported in their jobs.I believe the number one thing that helps our community feel safe and livable is general maintenance: picking up trash, fixing broken lights, cleaning up graffiti. These aren’t lofty goals, but they are vital to ensure our community thrives.

<h2>Courage To Lead</h2><h4>In 2014, Dr. Pan once again beat the odds by taking on career politicians and winning the most expensive election to the State Senate in recent history through a coalition of business, labor, and community leaders, who wanted a change. In the State Senate, Dr. Pan focused on the fundamentals: health, safety and making our communities stronger.&nbsp;</h4>His groundbreaking work in public health led Time Magazine to name Dr. Pan a “hero” because of work to push back on extremsists fighting against polio, measles and smallpox vaccines. SACRAMENTO, CA – Dr. Richard Pan reaffirmed today his opposition to the California State University (CSU) proposal to increase tuition at Sacramento State and other CSU campuses while committing to be a strong advocate for accessible education at the nation's largest four-year public institution of higher education.“The multi-year systemwide tuition increase proposed by the CSU will negatively impact our Sacramento youth, who are the future of our city,” said Dr. PanOne in 20 adults in the Sacramento region is a graduate of Sacramento State, with nearly 60% of students attending Sacramento State each year coming from the Sacramento area. The Sacramento State campus is the closest four-year institution for many Sacramento youth and educates the workforce that is the foundation of Sacramento’s economy. College affordability is already an obstacle for many Sacramento families, and more than half of Sacramento State students rely on financial aid. Sacramento State has made significant progress in increasing the four-year graduation rate, which reduces the total cost of earning a Sacramento State degree. However, the proposed annual 6% tuition increase for the next five years will make that degree less accessible for more Sacramento families.“I have fought to increase state funding for CSU and increase student representation on the CSU Board of Trustees,” said Dr. Pan. “Being the only state legislator to open a legislative district office on the Sacramento State campus, I understand the importance of access for our students.”Throughout his career, Dr. Pan has improved the lives of Sacramento residents by leading several major accomplishments in the Legislature:● Expanded health care coverage to 3 million Californians and eliminated discrimination of patients with pre-existing conditions by health plans.● Secured state funding and coordination to strengthen Sacramento levies against potential flooding.● Ensured Sacramento land could be developed into affordable housing in Sacramento neighborhoods.● Secured funding for new major construction in Sacramento’s downtown core, supported the streamlining of the approval process for Golden 1 Center to keep the Kings in Sacramento, and ensured living wage jobs would be part of new projects.● Led efforts around COVID-19 response, including economic recovery and supporting innovative programs like Family Meal Sacramento.● Worked with firefighters and then Vice Mayor Ashby to secure $90 million in new federal funds for emergency responders, including $2 million for Sacramento neighborhoods.● Led major legislative oversight to ensure state government meets its responsibilities, including pensions, mental health, health care, education, and workforce programs – allowing the state to save money and serve those in need.
